MMSU employees get additional incentive

CITY of BATAC—More than 1,000 employees of the Mariano Marcos State University (MMSU) are expected to enjoy a festive Christmas holiday with granting of the PHP25,000 collective negotiation agreement (CNA) incentive, or Yuletide bonus this year.

Dr. Oscar M. Agpaoa, director of the university’s Financial Management Office disclosed that the university had reserved a budget of more than PHP21 million for the payment of the employees’ CNA incentive.

"MMSU personnel who were entitled to the CNA incentive are those regular, casual, and contractual employees," Dr. Agpaoa said.

Personnel appointed between July and September 2019 were entitled to a pro-rated CNA, while those who have retired from the service before September 30, 2019 shall also be authorized a pro-rated share.

The CNA incentive is given based on the savings of the university from expenses in electricity, travel, communication outlays, repairs and maintenance, transportation and delivery expenses, supplies and materials, and utility.

During the year, university officials and employees commendably took appropriate cost-cutting measures in performing their respective tasks to attain a remarkable savings without hampering the operations of the various departments or offices.

Aside from the CNA incentive, qualified employees are also given other benefits and privileges this holiday season with the approval of the granting of productivity enhancement incentive (PEI) of PHP5,000, and the service recognition incentive (SRI) of PHP10,000. Administrative Order 19, signed by President Rodrigo Duterte on December 2, 2019 allows the release of the SRI.

The allotted budget for SRI is PHP2.5 million from MMSU and PHP5 million from the Department of Budget and Management (DBM), while the PEI has an allotment of more than PHP3.6 million.

Marcos town celebrates 3rd Pinakbet Festival

MARCOS, Ilocos Norte—Taking pride of this town ’s favorite Ilo cano dish, locally known as pinakbet, a mix of indigenous vegetables steamed in fish sauce, residents here ushered the opening of the third Pinakbet festival. “Pinakbet” came from the contracted Ilokano word ‘pinakebbet ’ which means “ shrunk ” or “shriveled.” As a way of thanksgiving, the Pinakbet festival is a repository of the town ’ s “ani” [harvest] festival being celebrated every month of March but this was later moved to December to accommodate more balikbayans wanting to join the festivity. Residents in this agricultural town derived most of their income from the harvest of high value crops, including rice, tobacco and corn as staple crops. This year, the week-long festivity highlighted a grand parade around the town plaza and a pinakbet cook fest at the municipal gymnasium to showcase the best pinakbet in town.
