Laoag City—The Bureau of Jail Management and Penology (BJMP) in this city released half of its total persons deprived of liberty (PDLs).

Jail/Sr. Insp. Rodel Cadpino announced that they released 85 of the total population of 170 PDLs as of July 16, 2020.

He explained that the releases were results of plea-bargaining agreements reached by the PDLs.

The said agreements were in line with a recent Supreme Court memorandum circular.

Other PDLs were also acquitted, Mr. Cadpino added.

The jail officer also disclosed that most of the 85 PDLs released faced illegal drugs charges/

Iti lang advantage iti bassit PDL na ket matutukan tayo amin isuda ken nalawa iti space dan kumpara idi ket nailet,” Mr. Cadpino said.

With the current pandemic, Mr. Capidno also noted that the Laoag jail is on total lockdown since March. As a result, they have restricted visitations.

BJMP, however, allows PDLs to get in touch with their loved ones through internet messaging.

The process involves registration of PDLs with specific date and time to contact their loved ones.

Mr. Cadpino also announced that the BJMP compound in the city remains COVID-19-free.

He also noted that all of their PDLs are in good health.

There are however who need maintenance medicine, which they are assisting.

MARCOS, Ilocos Norte—Taking pride of this town ’s favorite Ilo cano dish, locally known as pinakbet, a mix of indigenous vegetables steamed in fish sauce, residents here ushered the opening of the third Pinakbet festival. “Pinakbet” came from the contracted Ilokano word ‘pinakebbet ’ which means “ shrunk ” or “shriveled.” As a way of thanksgiving, the Pinakbet festival is a repository of the town ’ s “ani” [harvest] festival being celebrated every month of March but this was later moved to December to accommodate more balikbayans wanting to join the festivity. Residents in this agricultural town derived most of their income from the harvest of high value crops, including rice, tobacco and corn as staple crops. This year, the week-long festivity highlighted a grand parade around the town plaza and a pinakbet cook fest at the municipal gymnasium to showcase the best pinakbet in town. A boodle fight followed suit. Earlier, a fun run was participated by various groups ...
