PNP detective course opens

CAMP BGEN OSCAR M FLORENDO—65 police commissioned officers (PCOs) with the ranks of Police Superintendent down to Inspector formally started the Investigation Officers Basic Course (IOBC) after a simple opening ceremony here on December 17.

IOBC is a regular mandatory course for PCOs to enhance their investigative skills and competency in the line of police work.

As a frontline agency, Philippine National Police officers and members become first responders to any crimes and other cases that is why there is a need to ensure the credibility and legitimacy of the pieces of evidence which are considered material for the conviction of persons accused of a crime.  

Police Sr. Supt. Moro Virgilio M. Lazo, deputy regional director for administration and Officer-in-Charge PRO1, acted as the guest of honor and speaker of the ceremony.

“We want our investigators both PCOs and PNCOs here in Region 1 to be competitive in investigation. To this end, we are fully supporting continuous investigative education by opening more relevant trainings and workshops,” Lazo explained.

“All police assigned in the investigation division are trained on the basics of criminal investigation, but not all have specialized training in that particular field of police work,” he added.

Lazo said that PRO1 also aims a 100 percent of PNP crime investigators especially those assigned in local police stations to undergo specialized training on investigation.  He explained that those without formal trainings, despite their long years of experience in crime investigation, should avail themselves right away because many of the old principles and procedures of investigation have become obsolete and there is also a demand for a modernized investigator due to the improvement of information and communications technology. 

Recently, PNP Spokesman P/Chief Supt. Agrimero Cruz Jr. said that there shall be revisions of the programs of instruction in entry level of basic training courses for policemen with greater emphasis on police operations and investigations. 

He added that the move is an enhancement of the PNP’s “investigative capability project” that aims to further develop human resources and formulation of needed basic and standard procedures in the conduct of investigation of crimes.


Moreover, already incorporated into the curriculum of the six-month Police Basic Recruit Course (PSBRC) or for those still on training and under temporary status at Aringay, La Union, is a training module on Basic Crime Investigation. (PNP Region I)

Marcos town celebrates 3rd Pinakbet Festival

MARCOS, Ilocos Norte—Taking pride of this town ’s favorite Ilo cano dish, locally known as pinakbet, a mix of indigenous vegetables steamed in fish sauce, residents here ushered the opening of the third Pinakbet festival. “Pinakbet” came from the contracted Ilokano word ‘pinakebbet ’ which means “ shrunk ” or “shriveled.” As a way of thanksgiving, the Pinakbet festival is a repository of the town ’ s “ani” [harvest] festival being celebrated every month of March but this was later moved to December to accommodate more balikbayans wanting to join the festivity. Residents in this agricultural town derived most of their income from the harvest of high value crops, including rice, tobacco and corn as staple crops. This year, the week-long festivity highlighted a grand parade around the town plaza and a pinakbet cook fest at the municipal gymnasium to showcase the best pinakbet in town.
