Imee creates new office for youth affairs

The Provincial Government of Ilocos Norte (PGIN) has new office for youth affairs where all concerns, programs and services for the young Ilocanos will be centralized.

Ilocos Norte Governor Ma. Imelda “Imee” R. Marcos signed a four-page Executive Order No. 226-14 on March 24 for the creation of the Sirib Youth Office (SYO) at the ground floor of the Provincial Capitol building, to be headed by a youth coordinator with staff and personnel to assist in managing the office under the supervision of the head of the Communications and Media Office (CMO).

Recognizing the vital role of the youth in nation building as specified under Sec. 13, Article 11 of the 1987 constitution which states, “Promote and protect the physical, moral, spiritual, intellectual and social well-being of the youth,” Ms. Marcos said there is a need to centralized initiatives for youth welfare and development to fill in the void created by the absence of the Sangguniang Kabataan (SK).

Earlier, the Sirib Express was launched as a voluntary youth organization in the province primarily to solicit ideas and suggestions on how to address their concerns and problems which served as basis in the formulation of youth development programs and projects now being implemented in the province.

Ms. Marcos, who was the first national chairman of the Kabataang Barangay (KB) by virtue of Presidential Decree 684 on April 15, 1975 said the SYO will cater to specific programs concerning youth education, health, sports, arts, culture, business, employment, nationalism, patriotism, morals and values, and environment among others which seek to promote, make, and develop programs and projects exclusively dedicated for the welfare of the youth.

The executive order shall take effect for two years with a budget allocation of P7.5 million under the Office of the Governor.

Marcos town celebrates 3rd Pinakbet Festival

MARCOS, Ilocos Norte—Taking pride of this town ’s favorite Ilo cano dish, locally known as pinakbet, a mix of indigenous vegetables steamed in fish sauce, residents here ushered the opening of the third Pinakbet festival. “Pinakbet” came from the contracted Ilokano word ‘pinakebbet ’ which means “ shrunk ” or “shriveled.” As a way of thanksgiving, the Pinakbet festival is a repository of the town ’ s “ani” [harvest] festival being celebrated every month of March but this was later moved to December to accommodate more balikbayans wanting to join the festivity. Residents in this agricultural town derived most of their income from the harvest of high value crops, including rice, tobacco and corn as staple crops.
