Places second in Best LGI-NGO Partnership award

San Nicolas, Ilocos Norte—Municipal Mayor Melanie Grace P. Valdez announced that the municipality of San Nicolas took the top post in the 2013 Search for Best LGU Best Practices Award.

She added that the municipality also took second place in the Search for the Best LGU-NGO Partnership for municipal level.

According to Valdez, San Nicolas’ entry in the Best Practices search was the “Unity Building” where the municipal government provided office buildings to the Philippine National Police, the Bureau of Fire Protection and the Municipal Trial Court.

Prior to giving them their own buildings, these offices were originally housed at the Municipal Hall but due to the congestion of offices there, the municipal government then under the administration of former San Nicolas Mayor Alfredo P. Valdez Jr. decided to put up buildings for the three agencies.

The funding for this project were all provided by the San Nicolas government.

Ms. Valdez stressed that no counterpart funding was given by the PNP and BFP national offices as well as by the Supreme Court, which has jurisdictional control over the Municipal Trial Court.

The national police was willing to give a counterpart funding for the project and this was to pay for the lot where their building would be built. However, the lot for the building was already donated by the Venvi Group of Companies. The PNP also asked that the property, along with the building, be turned over to them if they provide funding for the project, which the municipal government rejected.

The vacated police office is now being used as a police outpost and a part of it would later be used for the expansion of the Municipal Planning and Development Office.

Meanwhile, in the Best LGU-NGO Partnership entry, the municipal government’s entry was its partnership with the Bawang [garlic] Association.

It was learned that during the trade liberalization in 1980s, the garlic industry in the province, including this municipality, went down because of the entry of garlic from China and Taiwan.

The size of the garlic also suffered as the produce became smaller than what was the garlic’s original size. As a result, some garlic farmers turned to other farm crops.

To remedy this, the San Nicolas government assisted their garlic farmers to establish the Bawang Association

This made the municipal government helped the garlic farmers establish a Bawang Association, and with the assistance of the Department of Agriculture seek ways to revive and improve garlic industry here.

The association consists of garlic farmers/producers here in San Nicolas in cooperation with Dept. of Trade and Industry which provides the equipment, as well as help in labeling and packaging; and the Technical Skills Education and Development Authority (TESDA) for the training, for the association’s members come up with food products from garlic. Among these products are miki bawang noodles, malunggay/squash bawang, garlic powder, garlic chips, and garlic polvoron.

Ms. Valdez also said that the municipal government is helping the association put their products in malls to enhance their income.


The municipal government is also set to establish a Pasalubong Center which would primarily showcase San Nicolas products.

Marcos town celebrates 3rd Pinakbet Festival

MARCOS, Ilocos Norte—Taking pride of this town ’s favorite Ilo cano dish, locally known as pinakbet, a mix of indigenous vegetables steamed in fish sauce, residents here ushered the opening of the third Pinakbet festival. “Pinakbet” came from the contracted Ilokano word ‘pinakebbet ’ which means “ shrunk ” or “shriveled.” As a way of thanksgiving, the Pinakbet festival is a repository of the town ’ s “ani” [harvest] festival being celebrated every month of March but this was later moved to December to accommodate more balikbayans wanting to join the festivity.
