INEC has new director for District V

Dingras, Ilocos Norte—The Ilocos Norte Electric Cooperative (INEC) has newly elected Board of Director (BOD) representing District V (Batac City) in the person of Atty. Jesus Nalupta Jr. after the district election held at the Mariano Marcos Memorial Elementary School on April 11, 2015.

Mr. Nalupta ran unopposed on the special election which was set by the INEC board through a resolution. The special election result has been endorsed to the National Electrification Administration (NEA) for its final approval and implementation.

Records show that it was the Multi-Sectoral Electrification Advisory Council (MSEAC) who proposed the conduct of a special election in the Batac District after the death of former INEC board director Jesus Nalupta Sr. on April 9, 2013. The post was left vacant since then,

An earlier election was held on August 30, 2014 with two candidates filing their certificate of candidacy (COC).Both candidates however were disqualified due to Republic Act 10531 requiring all candidates must have good standing financially or no unsettled/outstanding obligations to the cooperative for five years.

The first special election was set on October 11, 2014 but no one filed a certificate of candidacy.

On January 8, 2014 the Department of Energy (DOE) promulgated Department Circular No. DC2014-01-0002 amending certain provisions of the Implementing Rules and Regulations (IRR) of RA 10531 otherwise known as the National Electrification Reform Act of 2013 concerning among others the qualifications and disqualifications of BOD of an electric cooperative.

Part of the amendment included the lowering of the good financial standing from five years to three months prior to the filing of COCs.

As this developed, the April 11, 2015 second special election for District V was approved by NEA.

The newly elected director in his speech promised to do his best as what his father, Jesus R. Nalupta Sr. and incumbent Batac Mayor Jeffrey Jubal Nalupta did; both were former INEC director for the Batac district.

Mr. Nalupta said he will first sit down with all the 43 barangay chairpersons of Batac City to have a dialogue with them on how to support all the programs for the betterment of INEC.

Mayor Nalupta expressed his congratulations to his brother and promised to support him on his new position.

Right after the election, Atty. Isidro Corpuz administered the oath of office to Mr. Nalupta as the newly elected INEC board director for the city of Batac District and was witnessed by the mayor, his mother Daisy Nalupta, INEC board members headed by Pres. Reynaldo M. Lazo, management staff headed by Engr. Felino Herbert P. Agdigos and the public.

Marcos town celebrates 3rd Pinakbet Festival

MARCOS, Ilocos Norte—Taking pride of this town ’s favorite Ilo cano dish, locally known as pinakbet, a mix of indigenous vegetables steamed in fish sauce, residents here ushered the opening of the third Pinakbet festival. “Pinakbet” came from the contracted Ilokano word ‘pinakebbet ’ which means “ shrunk ” or “shriveled.” As a way of thanksgiving, the Pinakbet festival is a repository of the town ’ s “ani” [harvest] festival being celebrated every month of March but this was later moved to December to accommodate more balikbayans wanting to join the festivity.
