Ilocos Norte PDLs adopt composting, grow own food

Adriano  (Staff Reporter) LAOAG CITY—Persons deprived of liberty (PDLs) at the Ilocos Norte Provincial Jail will soon have a stable source of fresh vegetables grown on a healthy soil which they themselves produce out of scraps from the kitchen. As a pilot site for household composting and community gardening project, at least 162 PDLs at the INPJ are currently being trained to turn their food wastes into organic soil. The organic soil comes from fermented food wastes mix with locally-available materials that helps in faster decomposition without foul odor. Using improvised bucket with tight cover and a faucet for draining purposes, food wastes are properly segregated so that these may no longer be transported to the city landfill which are becoming congested due to increasing waste production. BJMP-Laoag releases half of its PDLs

  File photo of the Laoag City Jail By Dominic B. dela Cruz ( Staff Reporter) Laoag City —The Bureau of Jail Management and Penology (BJMP) in this city released half of its total persons deprived of liberty (PDLs). Jail/Sr. Insp. Rodel Cadpino announced that they released 85 of the total population of 170 PDLs as of July 16, 2020. He explained that the releases were results of plea-bargaining agreements reached by the PDLs. The said agreements were in line with a recent Supreme Court memorandum circular. Other PDLs were also acquitted, Mr. Cadpino added. The jail officer also disclosed that most of the 85 PDLs released faced illegal drugs charges/ “ Iti lang advantage iti bassit PDL na ket matutukan tayo amin isuda ken nalawa iti space dan kumpara idi ket nailet, ” Mr. Cadpino said.   With the current pandemic, Mr. Capidno also noted that the Laoag jail is on total lockdown since March. Ilocos Norte jail PDLs to take ALS

Laoag City —Forty persons deprived of liberty (PDLs) from the Ilocos Norte Provincial Jail (INPJ) will soon take Alternative Learning System (ALS), sponsored by the Department of Education-Schools Division of Ilocos Norte (DepEd-SDOIN), and in partnership with the Ilocos Norte provincial government. ALS is a parallel learning system in the country established by the DepEd that provides all Filipinos, regardless of age, the opportunity to have access to and complete basic education. Provincial jail warden Benilda Sadian noted that the selected inmates will have to take the entrance examination first to be qualified in the said education:   “Our inmates expressed their joy upon receiving this news. However, they should pass their entrance test first so they could be included in the final list of qualified ALS takers,” Ms. Sadian said. The project is a joint venture between Mariano Marcos State University (MMSU), Ilocos Agriculture and Aquatic Resources Research and Development Consortium (ILAARDEC) and the Department of Science and Technology (DOST) exclusively for Region I. Jail Senior Inspector Antonio Sapaden announced that BJMP Batac is “very lucky” as the DOST chose it as the project’s pilot area.   Mr. Sapaden explained that DOST funded the chicken coop construction in coordination with MMSU. 2 Laoag City PDLs eye plea deals for their cases

By Dominic B. dela Cruz Staff Reporter Laoag City —The Bureau of Jail Management and Penology (BJMP)-Laoag City has reported that two persons deprived of liberty (PDL) are eyeing plea bargain agreements with their respective cases. Laoag City Jail officer-in-charge J/Sr. Insp. Frederick Pang-ag disclosed that two PDLs are both facing illegal drug cases. Hearing for their respective cases, however has yet to start. Mr. Pang-ag added that the city jail paralegal officer collects all details regarding PDLs who intend to enter a plea bargain agreement with prosecutors regarding their cases. A plea bargain—also plea agreement or plea deal—is an agreement in a criminal case between the prosecutor and defendant whereby the defendant agrees to plead guilty or “nolo contendere” [no contest] to a particular charge in return for some concession from the prosecutor. As a preparation, MMSU personnel conducted a two-day skills training on oyster mushroom production from July 23-24, 2019. MMSU director for extension Dr. Aris Reynold V. Cajigal said this program is no longer new to the BJMP considering that they have launched the same for the past year and was successful. As a result, J/Sr. Insp.
