Laoag
City—The Bureau of Jail Management and
Penology (BJMP)-Laoag City has reported that two persons deprived of liberty
(PDL) are eyeing plea bargain agreements with their respective cases.

officer-in-charge J/Sr. Insp. Frederick Pang-ag disclosed that two PDLs are
both facing illegal drug cases. Hearing for their respective cases, however has
yet to start.
Mr. Pang-ag added that the city
jail paralegal officer collects all details regarding PDLs who intend to enter
a plea bargain agreement with prosecutors regarding their cases.
A plea bargain—also plea
agreement or plea deal—is an agreement in a criminal case between the
prosecutor and defendant whereby the defendant agrees to plead guilty or “nolo
contendere” [no contest] to a particular charge in return for some concession
from the prosecutor.
This usually consists of a
deal being made between the prosecutor and the defense. An example of plea
bargain agreement is when the prosecution offers to drop a more serious charge
against the accused in exchange for guilty plea of a lesser charge and the
prosecutor and defense come to an agreement to resolve the case.
Mr. Pang-ag said that his
office is very much willing to assist any of the PDLs who applies for the said
bargain to lessen charges against them.
This scheme, Mr. Pang-ag
believes, will help solve the city jail’s congestion problems as PDLs’ numbers
continue to rise, especially those facing illegal drug charges.
