Keon appoints new Laoag City gov’t execs

Laoag City—A new mayor; new city government executives.

Laoag Michael M. Keon appointed a new city government administrator and legal officer, which the Sangguniang Panlungsod concurred with.

They are Atty. Roxanne Lee I. Castro, city administrator; and Atty. Josephus R. Nerez, city legal officer. The duos appointment was effective August 1, 2019.

Ms. Castro and Mr. Nerez both attended a regular session of the council where they were given the chance to speak to the city’s councilors. They also answered queries on their qualifications for their respective positions.

Prior to her appointment, Ms. Castro worked as a customer service representative in a fast food chain in this city in 1992. From 1997 to 2000, she served also as customer service assistant and teller at a bank also in the city. From 2000-2005, she became a trainer, agent, and assistant manager for an insurance company. After this, she was a technical consultant for the Ilocos Norte provincial government from 2016-2019.

She is also a managing partner of the Castro, Ulep and Ramos Law Offices.

Mr. Nerez, meanwhile, was the Aasenso Party List chief of staff at the House of Representatives from 2016 up to the present prior to his appointment as city legal officer. Before this, Mr. Nerez first worked as computer engineer in Cebu and after which at East Consulting Engineering Center in Riyadh, Saudi Arabia from 1988-1992. Mr. Nerez also became a van salesman operations manager from 1993-1995.         As a full-pledged lawyer, Mr. Nerez became a private law practitioner from 2005 up to the present while he was also a legal officer at the Ilocos Norte Provincial Legal Office.

Reassigned
Meanwhile, several city government employees were also reassigned by the new mayor.

Sheila De Leon Rapatan, former market superintendent was transferred to the city slaughter house as local revenue collection officer Jundy Aquino is presently in-charge at the supermarket. DPS administrative officer Jully Ane Quiroga was also reassigned to the market.

Former Laoag City General Hospital (LCGH) chief of hospital Dr. Francisco Dacuycoy, meanwhile was reassigned to the City Health Office with Dr. Elizer Asuncion as his LCGH replacement.

Rural health physician Dr. Rodrigo Catcatan was also detailed back to the LCGH as doctor and erstwhile public information pfficer Ramon Formantes was moved to the City Treasurer’s Office.

Mr. Keon also appointed three executive assistants: Edwin Quiroga, Flori Ann Gonzales and William Albino Antonio Agacoili.

Ana Carmela Remigio was named the new city tourism officer while Engr. Efren S. Ramos Jr. is the International Standardization Organization (ISO) facilitator.

In an earlier interview, Mr. Keon believes his appointments will help the operation of the city government become better and more progressive for a “New Laoag”.

Marcos town celebrates 3rd Pinakbet Festival

MARCOS, Ilocos Norte—Taking pride of this town ’s favorite Ilo cano dish, locally known as pinakbet, a mix of indigenous vegetables steamed in fish sauce, residents here ushered the opening of the third Pinakbet festival. “Pinakbet” came from the contracted Ilokano word ‘pinakebbet ’ which means “ shrunk ” or “shriveled.” As a way of thanksgiving, the Pinakbet festival is a repository of the town ’ s “ani” [harvest] festival being celebrated every month of March but this was later moved to December to accommodate more balikbayans wanting to join the festivity. Residents in this agricultural town derived most of their income from the harvest of high value crops, including rice, tobacco and corn as staple crops.
