DPWH: ‘Ineng’ left millions of infra damages in Ilocos Norte

Laoag City—The Department of Public Works and Highways (DPWH) first and second engineering districts reported millions of infrastructure damages in Ilocos Norte brought out by severe tropical storm Ineng (Bailu) from August 22-24, 2019.

DPWH Ilocos Norte Engineering District (INED) district I Engr. Maria Venus Torio reported estimated damages of PHP117 million for the entire first district of Ilocos Norte as of August 28, 2019.

Ms. Torio said majority of the damages are roads/bridge slope protections, revetment, eroded slope protections and scoured shoulders and flood controls.

Of the reported damaged amount, the San Marcos Flood Control Bongo River at Brgy. San Marcos in Sarrat, Ilocos Norte had the largest cost of damages with PHP15 million followed by the Manila North Road Tulnagan Bridge I at Sitio Bago, Brgy. Tulnagan in Pasuquin Ilocos Norte with PHP12 million.

The damaged infrastructure, Ms. Torio said need repair, rehabilitation or improvement of concrete bank revetment with steel sheet piles and the repair, rehabilitation, improvement, or additional construction of the eroded slope protection, respectively.

Infrastructure damages in Vintar include flood control projects at Brgys. Lubnac, Cabayo, Lipay, Isic-Isic and Parparoroc with amounts of PHP5 million, PHP10 million, PHP10 million, PHP2 million and PHP5 million, respectively.

Flood control projects in Bacarra, particularly at Brgys. 1, Cabulalaan and Ganagan were also destroyed with damages of PHP10 million, PHP5 million and PHP10 million, respectively.

Roads slope protections of two portions of the Ilocos Norte-Apayao Road located at Brgy. 18 San Isidro in Sarrat also suffered estimated damages of PHP3 million each.

Eroded slope protection and scoured shoulder of the Cape Bojeador Road was assessed a cost of PHP6 million.

Other damages include roads slope protections along the Manila North Road particularly along Gen. Segundo Ave. (Bacarra Road) in Laoag City; Brgys. Dilavo and in Pasuquin; Brgys. Bayog and Ablan in Burgos; Brgy. Tarrag in Pagudpud with total estimated damages of PHP21 million.

Relative to this, Ms. Torio said that all the damages were reported and submitted to the DPWH Central Office for funding.

She added that they need immediate action and has implemented sand bagging due to eroded slope protection/concrete bank revetment at Tulnagan Bridge I in Pasuquin. After this, they attended to the eroded slope protection at Cape Bojeador.

For the DPWH second engineering district, district engineer Mathias L. Malenab reported three infrastructure damages with estimated amount of PHP14.4 million.

Mr. Malenab said the damages were road slope collapse in Solsona and flood control projects in Dingras and Badoc.

The said damages, Mr. Malenab said, were reported to the DPWH Central Office for funding; except the flood control in Dingras wherein they have yet to pay contractor. As a result, the contractor will shoulder repair of the damages.

14.5M damages in Laoag City
The Laoag City government, meanwhile reported PHP14.5 million in damages in infrastructure and agriculture.

The city engineering office reported an estimate and initial damages of PHP8,154.000 as of August 27, 2019.

City Engineer IV Ric R. Respicio reported damages on cross drainage at Brgys. 18 along T. Pasion and Samonte St., 52 B Lataag, 56-A Bacsil North and 60-B Madiladig

Other damages include the slope protections at Brgys. 38-B, 40 Balatong, 41 Balacad, 42 Apaya, 44 Zamboanga, 54-A Lagui Sail, 55-C Vira, 56-A Bacsil North, 57 Pila and La Paz’s sand dunes section.

One concrete pavement at Brgy. 44 Zamboanga was also reported as damaged.

Of the reported damages, the cross drainage and slope protection at Brgy. 56-A Bacsil North along the Laoag-Bacsil Road and the slope protection of Brgy. 55-C Vira along Laoag-Vira Road have the biggest amount of damage with PHP1.1 million each.

On the part of agriculture, the city agriculture office reported PHP6.4 million in total crop damages.

Reports show that the rice commodity has the biggest damages with PHP3.8 million followed by livestock with PHP1.3 million; irrigation canal, PHP450,000; fishery, PHP255,900; high value crops, PHP330,000; farm-to- market roads (access road), PHP150,000; and corn, PHP141,547.50.

Of the 62 Barangays affected, the city government served 7,580 families, or 30,258 persons affected, with relief goods.

The city social welfare and development office report showed 10 houses totally damaged, 16 houses partially damaged, 119 families evacuated and served at the evacuation centers and one (1) casualty identified as Ricky Manglanlan of Barangay 55-B Lagui Sail.

The Sangguniang Panlungsod also approved a resolution appealing to President Rodrigo R. Duterte, thru DPWH Sec. Mark Villar for the allocation of funds for the construction of various food control and/or mitigation structures for the city of Laoag.
