Laoag City—The new Rodolfo CG. Farinas Jr. National Science High School will start its operation this coming school year 2024-25 after the inauguration and turn over ceremony held June 19, 2024, graced by DepEd External Partnership and International Cooperation Office Dir. Margarita Consolacion C. Ballesteros.

Former Ilocos Norte Rep. Rodolfo C Fariñas, the prime mover for the establishment of the science high school expressed his happiness that it will finally operate this coming school year.

Maragsakan nak unay appo ta nagbalin daytoy ta dagitoy national science high schools ket isuda iti kangatoan nga standards iti secondary schools in our educational system’’, Fariñas said.

Fariñas noted that Region I has only one science high school situated in San Ildefonso, Ilocos Sur, as such he said he proposed another one to be established here in Ilocos Norte.

He thanked the support of the House of Representatives, the Senate and former President Rodrigo R. Duterte for the realization of the school under Republic Act 10965.

He likewise thanked Vice President Sarah Duterte-Carpio, formerly the DepEd Secretary for the issuance of its implementing rules and regulations (IRR) for the said law.

He also expressed his gratitude to his children former Rep. Ria Fariñas and Probinsyano Ako Party-List Rep. Rudys Ceasar Farinas for their help in the completion of the project.

It was learned that the school’s initial operation will offer two freshman sections consisting of 80 students. The same number of sections and students will be added for preceding years.

The Ilocos Times learned that the funding for the project came from the Congressional Office implemented by the DPWH but as to its operation, the budget will now come from the DepEd.

Fariñas added that this school is open to everybody and not only for the city’s or the province’s residents from but also from nearby provinces.

Laoag vice mayor Rey Carlos Fariñas also thanked the DepEd officials for immediately granting and considering the requests of the Sangguniang Panlungsod for the school’s operation.

Late last year, the Laoag Sangguniang Panlungsod unanimously approved a resolution requesting then Education Sec. and Vice President Sara Z. Duterte-Carpio, to issue the implementing rules and regulations necessary to achieve the full operational status of the Rodolfo CG. Fariñas, Jr. National Science High School

Flenie A. Galicinao, education program supervisor of DepEd-Laoag City and the soon-to-be officer-in-charge of the RCGFNSHS told The Ilocos Times that the first batch of students was carefully selected through a comprehensive written examination (80 percent) and interview (20 percent).

“A total of 135 applicants were qualified but only the top 80 were selected for its initial operation,” she said, citing that at least five teachers would handle the two sections for Grade 7, at 40 students per class.

For her part, Laoag City Schools Division Superintendent Joann Corpuz said it took some time for the school to open due to the rigorous process of finalizing the implementing rules and regulations (IRR) as well as the construction of the physical structure to the curriculum design, classroom set-up, and procurement of learning resources.

The school’s initial budget for this year amounts to PHP2.9 million. (With a report from Leilanie G. Adriano)
