Pagudpud, Ilocos Norte—A three-way fight for the chief executive post in this town looms in the coming elections next year.

Three-termer and consistent senior Sangguniang Bayan member Ferdinand Garvida disclosed his intention to run for mayor in the upcoming election.

Saan a mailingeden appo ta agradwarak met ngaminen ket ti unus iti tallo a pinag konsehal ko, siyak latta iti nagbalin a number one kas resulta iti pinangay-ayat dagiti tao kaniyak,” Garvida stressed.

He said his family has already decided for him to run for mayor. His family includes his sister Pagudpud Liga ng mga Barangay president and Sangguniang Bayan ex-officio member Maricel Garvida, who will be his running mate.

He likewise added that he has already formed his line up though he did not divulge who his prospective councilor-candidates are.

Garvida also revealed that he has already met with several barangay chiefs in this town. He said he asked them if they wanted another person aside from the Benemeritos and Saleses—who has politically ruled this town for decades--and they reportedly said they want another person to become the mayor.

Garvida quoted them as saying: “Mayat a apo kosehal ken maymayat kuma no iti agtitipon ket Garvida-Garvida, Sales-Sales ken Benemerito-Benemerito” for mayor and vice mayor respectively.

Narigat ko met a bagkaten iti bukod ko a bangko,” Garvida said regarding the pulse of his constituents on his plans to run for mayor.

The councilor said health will be one of his priorities as he emphasized that people need to be well and healthy to work.

He also noted that “infrastructure projects are not” his priorities.

No iti pinaglangen mi ken apo bise, awan problema ta no laket pagsayaatan iti kaadwan adda kam dita a sumuporta kasta met ken apo mayor, no met adda paabruba na laketdi pagsayaatan apay kuma saan appo,” Garvida ended.

Pagudpud vice mayor also poised to run for top post

Reacting to this, Pagudpud Vice Mayor Matilde H. Sales said she has already expected Garvida to run for mayor.

“It’s good para makapili ang tao. Lahat naman puwedeng tumakbo as long as gusto nilang mag-serbisyo. Dapat iyong interes mo ay galing sa puso mo but for now magtrabaho muna tayo para sa ating mga kababayan,” Sales stated.

The vice mayor likewise disclosed her plan to run for mayor in the upcoming election and as of press time, the plan is for former Pagudpud Mayor Marlon Sales to run as her vice mayor. There is, however, no complete list of candidates for councilor as of press time.

The Ilocos Times
tried to get the reaction of incumbent Pagudpud Mayor Raphael Benemerito and in a private message chat, he said that he has no comment yet on the announcement of SB member Garvida’s plan to run for mayor.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. Currently, there are several income tax reform proposals pending in both houses of Congress. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”.
