Vintar vice mayor eyes financial aid for CWDs

Vintar, Ilocos Norte—Vintar vice mayor Amado Victor Rasimo proposed the establishment of a financial aid for children with disabilities (CWDs) program.

He said this will affirm the municipal government’s role in providing additional benefits and privileges for persons with disabilities (PWD’s) as provided under RA 7277, otherwise known as the Magna Carta for Disabled Persons as amended by RA 9442.

Mr. Rasimo explained that the program aims to institutionalize the grant of a regular financial aid “to those who have less in life”, particularly indigent children with disabilities.

As the author of the measure, the vice mayor and council presiding officer said the Vintar government adheres to the declared policy of the state by prioritizing the needs of the underprivileged, sick elderly, disabled, women and children as provided in Article XIII, Section 11 of the 1987 Constitution.

The program will provide to all qualified indigent children with disabilities a regular monthly financial aid of PHP500 until they reach their 18th birthday, or those over 18 but are unable to fully take care of themselves or protect themselves until they reach the age of 25.

The Ilocos Times learned that only Florentino Camaquin Integrated School in Vintar offers the Special Educational (SPED) program by the Department of Education (DepEd).

Records also show that said school has 38 CWD enrollees for schoolyear 2020-2021.

Mr. Rasimo said the proposed PHP500 monthly financial aid for every CWDs will just be the start and he hopes it will increase when the municipal budget will allow it.

The vice mayor further stated that funding for said program will come from the internal revenue allotment (IRA) share of the municipality. He disclosed that the program will need PHP400,000 annually.

He further mentioned that donations from both the private and public sectors for and in support of the program, as well as saving from municipal programs, will be integrated to comprise the LGU “Financial Aid for Children with Disabilities” fund.

He ended that the said measure is on its second reading. Mr. Rasimo expressed hopes that the Sangguniang Bayan here will approve the measure at the soonest possible time so they can begin implementing it in the next school year to provide more help to CWDs and their parents.
