SMI names Laoag councilor as outstanding local legislator

Laoag City—Superbrands Marketing International, Inc. (SMI)recognized Laoag City councilor Handy T. Lao as an Outstanding Local Legislature in the Philippines.

Mr. Lao as a political newcomer gained many achievements in quality governance in this city, focusing on business welfare as a member of the city council.

One of his successful contributions is City Ordinance no. 2017-041 Series of 2017: An ordinance protecting the consumers in purchasing second-hand or used cellular phone devices by the seller requiring them to provide valid documents as means to identify the identity, the source and the details of the seller and the device.

The ordinance is one of the revelations now of the recent law signed by President Rodrigo R. Duterte, the Republic Act (R.A.) 11202, or the "Mobile Number Portability Act", which requires mobile service providers to provide nationwide mobile number portability to subscribers

Mr. Lao is a member of the National Movement of Young Legislators-Ilocos Norte Chapter chaired by Sangguniang Panlalawigan member Matthew Joseph M. Manotoc, an SMI Hall of Fame awardee.

SMI is an award-giving body that recognizes quality governance throughout the country.

In Ilocos Norte, Governor Ma. Imelda Josefa “Imee” R. Marcos is a three-time awardee from 2015 to 2017, placing her in the Hall of Fame, too.

Another three-time awardee is Laoag City Mayor Chevylle V. FariƱas, who was recognized from 2016 to 2018.

Marcos town celebrates 3rd Pinakbet Festival

MARCOS, Ilocos Norte—Taking pride of this town ’s favorite Ilo cano dish, locally known as pinakbet, a mix of indigenous vegetables steamed in fish sauce, residents here ushered the opening of the third Pinakbet festival. “Pinakbet” came from the contracted Ilokano word ‘pinakebbet ’ which means “ shrunk ” or “shriveled.” As a way of thanksgiving, the Pinakbet festival is a repository of the town ’ s “ani” [harvest] festival being celebrated every month of March but this was later moved to December to accommodate more balikbayans wanting to join the festivity. Residents in this agricultural town derived most of their income from the harvest of high value crops, including rice, tobacco and corn as staple crops. This year, the week-long festivity highlighted a grand parade around the town plaza and a pinakbet cook fest at the municipal gymnasium to showcase the best pinakbet in town.
