DENR hastens issuance of ECC

LAOAG CITY—The Department of Environment and Natural Resources (DENR) has simplified the process of issuing environmental clearance certificate (ECC) which can now be accessible online or secured from the provincial environment offices.

After attending a Monday flag-raising ceremony at the Ilocos Norte Capitol, Provincial Environment and Natural Resources Officer Victor Dabalos told government workers the application for ECC by mining and quarry operators can now be done by just a few click of the mouse at the newly-created environment and management unit in the province.

“For those who are applying for ECC, there is no need to go to San Fernando City [DENR Regional Office] as you can now directly apply in our office,” said Mr. Dabalos, noting this is one of the innovations of DENR Secretary Roy Cimatu to expedite the issuance of ECC.

As part of the Duterte administration’s serious effort to promote ease of doing business in the country, Mr. Cimatu has removed the burden of project proponents whose applications for ECCs remained pending at the central and regional offices.

Quarry operators in the province like Arlene Domingsil, a resident of Laoag City, said this is a welcome development for them as they will no longer have to travel far to secure their ECC permits.

“This is good news for us. It saves us so much time and effort to do business,” she said.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. Currently, there are several income tax reform proposals pending in both houses of Congress. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”.
