Laoag implements new traffic scheme

Laoag City—The Sangguniang Panlungsod of Laoag passed resolution authorizing the city’s police to implement the experimental traffic scheme (ETS) in the city.

Laoag councilor Edison Bonoan, main sponsor of the resolution, said there is a need for a periodic introduction of traffic control measures due to the increasing volume of vehicles coming in the city.

Mr. Bonoan, chairperson of the committee on transportation, believes that the increasing number of vehicles is due to the influx of commercial establishments in the city and neighboring municipalities.

The ETS aims to decongest traffic density to ensure the smooth flow of vehicles and the safety of pedestrians especially during rush hours.

Based on the ETS, a no left-turn policy along the stretch of J.P. Rizal St. from M. Dizon to Paco Roman Sts.  will be implemented; and westbound from Gen. Segundo Ave. to M. Siazon St. Parking on both sides of Rizal St. in the same stretch is also prohibited.

One-way west bound:  Gen. Luna St. from M. Dizon St. to S. Hernando Ave.; and Juan Luna St. from M. Dizon St. to Trese Martires St.

One Way East Bound: Mabini St. from DC Peralta St. to Panganiban St.; MH Del Pilar St. from Gen. Segundo Ave. to M. Dizon St.; FR Castro St. from Ablan Ave. to Balintawak St.; and from Peralta St. to Fariñas St.

The following streets are also designated as “one-way north bound”: M Dizon St. from Juan Luna to Rizal; Lampitoc St. from Juan Luna to MH del Pilar; F Guerrero from Juan Luna to MH del Pilar; E Ruiz from Juan Luna to MH del Pilar; Abadilla from Castro to Gen. Luna; Blas Cid from Rizal to MH del Pilar; A Castro from Rizal to Domingo Samonte; Nolasco from FR Castro to Gen. Luna Siazon Rd. from Rizal to P Gomez; Ligot from Rizal to Mabini; Paco Roman from Gen. Luna St. to Domingo Samonte; Julio Agcaoili from Gen Luna to Domingo Samonte; Trese Martirez from Juan Luna to Castro; Balintawak from FR Castro to P Lazaro; Hernando from Gen. Luna to P Gomez; Gen Giron from Gomburza to P Gomez; and Hernando from P Gomez to Castro Ave.

One-way south bound: Don Celestino Peralta St. from P. Gomez to Mabini Sts.; Ablan Ave. from Rizal to Tupaz Sts.; A Samonte St. from P Gomez to Gomburza Sts.; Don Mauricio St. from P Gomez to Gomburza Sts.; Soriano St.  from Domingo Samonte to Gen. Luna Sts.; Fariñas St.  from P. Gomez to Tupaz Sts.; Llanes St. from P. Gomez to Tupaz Sts.; Lagasca St. from P. Gomez to Gen. Luna Sts.; Paco Roman St.  from Gen. Luna to FR Castro Sts.; Fonacier St.  from 1913 to Rizal Sts.; Nolasco St. from MH del Pilar to Gen. Luna Sts.; Villanueva St. from MH del Pilar to FR Castro Sts.; Abadilla St.  from MH del Pilar to Gen. Luna Sts.; Abadilla St. from FR Castro to Juan Luna Sts.; Damaso Samonte St.  from MH del Pilar to Juan Luna Sts.; and Basa St. from MH del Pilar to Juan Luna Sts.

One-way streets except Rizal and FR Castro are allowed for parking on one side only reckoned from the point of view of the driver’s right side except along Damaso Samonte wherein parking is allowed on the driver’s left side.

No parking on both sides of shoulders along national roads.

No parking during peak hours on both sides on the following streets: A. Castro Ave from Gen. Segundo to Giron and P. Gomez from Gen. Segundo Ave. up to Pila Road.

Tricycles are not allowed to enter during peak hours from 7:00 AM to 8:30 AM; 11:30 AM to 1:30 PM and 4:30 PM to 6:00 PM the following streets: A Castro Ave from Gen. Segundo to Herbosa and Lazaro from Gen. Segundo to Paco Roman.

Truck Ban will also be implemented from 6:00 AM to 8:00 PM along the streets of JP Rizal from M Dizon to Trese Martirez (West of the Gilbert Bridge) and Gen. Segundo Ave. from Rizal to A. Castro.

There shall also be “no left turn” from Gen. Segundo Ave. towards Rizal St. going east and all vehicles coming from the south direction going to Nangalisan/Airport Ave. during peak hours from 7:00 AM to 8:30 AM and 4:30 PM to 6:00 PM.

The ETS will be implemented for three months and maybe modified within such period as the need arises after which a specific traffic ordinance is enacted.

Mr. Bonoan however said that areas where the ETS is being implemented where there is no existing ordinance will not be penalized for violations, instead, erring motorists will be warned by traffic enforcers.

The resolution was co-sponsored by councilors Juan Conrado A. Respicio, Handy T. Lao, Justine Chua, Edison Chua, Roque Benjamin Ablan and Jay Baquiran.

Pagudpud’s tourism transformer passes away
