Pinili eyes regional plum in 2025 Local Legislative Awards

Pinili, Ilocos Norte—The municipal government of this town, particularly the Office of the Sangguniang Bayan headed by Pinili Vice Mayor and council presiding officer Maynard Francis Bumanglag is eyeing the regional title in the 2025 Local Legislative Awards (LLA).

Following its triumph as back-to-back provincial winner for LLA in 2023 and 2025, the Sangguniang Bayan faced the members of the regional assessment team as the official nominee of the Province of Ilocos Norte on October 15, 2025\ for the regional evaluation.

Marking another milestone in pursuit of excellence in local legislation, Bumanglag hopes that the Pinili SB Office would be able to reap the regional top award this time unlike in 2023 when it became just a regional awardee.

It was learned that the SB Office of Pinili bagged the provincial level top award under the 1st to 3rd class municipality during the recently concluded provincial assessment for LLA 2025 held on October 7, 2025, which marked its back-to-back victory, following its triumph in the LLA 2023.

Bumanglag said this “outstanding achievement highlights the dedication, teamwork, and passion for service of the Legislative Office and the entire Sangguniang Bayan Council, who continuously strive to uphold transparent, innovative, and efficient local governance.”

However, the vice mayor said that it also does not mean that other municipalities can’t also do what they did, adding they just implemented it earlier.

He said that with or without the LLA awards, the vice mayor disclosed that SB of Pinili will continue with their responsibilities as legislators in the formulation of resolutions and ordinances for the betterment of the people and the town Pinili as well.

However, the vice mayor said that the LLA awards is also advantageous for the legislators for them to strive harder and it would also be an honor to those winners who do their best in working for local legislations.  

Behind this success of this award, Bumanglag said was the active participation and support of the members of the Sangguniang Bayan with the group effort of the Legislative staff, headed by Sanford S. Fernandez, “whose hard work and commitment to excellence ensured that every detail, document, and presentation reflected the best of Pinili’s legislative work”.

Bumanglag likewise thanked Pinili Mayor Rommel Labasan for his “steadfast support and guidance that inspired the team to aim higher and serve the people of Pinili better.”

He said that the victory as provincial back-to-back winner is a “celebration of dedication, collaboration, and the shared vision to make Pinili a model of good governance.”

The LLA aims to assess the performance of the city and municipal legislative bodies for the period of June 30, 2022 to June 30, 2025.

Marcos town celebrates 3rd Pinakbet Festival

MARCOS, Ilocos Norte—Taking pride of this town ’s favorite Ilo cano dish, locally known as pinakbet, a mix of indigenous vegetables steamed in fish sauce, residents here ushered the opening of the third Pinakbet festival. “Pinakbet” came from the contracted Ilokano word ‘pinakebbet ’ which means “ shrunk ” or “shriveled.” As a way of thanksgiving, the Pinakbet festival is a repository of the town ’ s “ani” [harvest] festival being celebrated every month of March but this was later moved to December to accommodate more balikbayans wanting to join the festivity. Residents in this agricultural town derived most of their income from the harvest of high value crops, including rice, tobacco and corn as staple crops.
