DILG turns over incentive fund for sports complex project

Vintar, Ilocos Norte—Department of the Interior and Local Government (DILG) Regional Director Jonathan Paul M. Leusen led the formal turnover of the Seal of Good Local Governance (SGLG) incentive fund for improvements to the Vintar Sports Complex in Barangay Lubnac on June 4, 2026.

Leusen congratulated Vintar Mayor Richard Degala and the Vintar local government for completing the project, noting that only SGLG awardees qualify for the grant. He says the incentive, while modest, rewards municipalities that meet DILG standards in areas such as financial administration, disaster preparedness, social protection, health compliance, education, business‑friendliness, peace and order, environmental management, tourism and culture, and youth development. Vintar received SGLG recognition in 2024.

Degala thanked the DILG for the PHP1.2‑million incentive and called the upgrades a “long‑held goal to improve athletic facilities” for Vintar’s youth. He said the complex will function as a multi‑purpose center open to the entire municipality, not just Barangay Lubnac, and that additional refurbishments remain to reach full completion. Vintar contributed a PHP5 million counterpart fund to the project.

The turnover ceremony was attended by Vintar Vice Mayor Maribel Albano; Vintar DILG‑LGOO VI Maybelle Luis; DILG Provincial Director Reggie Colisao; DILG Ilocos Norte Cluster Head Atty. Rodel Hilario; Barangay Lubnac officials led by punong barangay Froilan Agamanos; and Department of Education (DepEd) representatives.
