Laoag
City—An inmate at the Bureau of Jail
Management and Penology (BJMP) Laoag was captured after he escaped from jail on
the morning of April 29.
The inmate, identified as
Darwin Paragas, 28 years old, single and a resident of Barangay 16 (Salsalamagi)
in Vintar, Ilocos Norte was apprehended by joint operatives of the BJMP Laoag
and the Batac policy at about 4 pm of the same day, April 29, at Brgy. Aglipay
in Batac City.
Earlier, Laoag jail officials
denied the inmate’s escape as they said they conducted a headcount and all
detainees were accounted for.
The
Ilocos Times tried to get in touch with
Laoag jail warden Jerry Palalay for confirmation but the official was out of
office.
On the same day, however,
Batac police chief P/Supt. Reynaldo Ogay Jr. said they received reports that a
Laoag inmate was at his former boarding house at Brgy. Aglipay in Batac.
The Batac police immediately
responded to the report with Laoag jail guards, which resulted in the arrest of
Mr. Paragas.
Mr. Paragas was brought to the
Batac police office for documentation then was turned over to the BJMP-Laoag
officials.
The
Ilocos Times learned that Mr. Paragas, who
is Laoag jail trustee, escaped when he went to fetch water outside of the jail
where he rode a tricycle to Batac City.
Laoag jail records show that
Mr. Paragas is facing four counts of carjacking and one count of carjacking
with homicide cases.
Reacting to this, Laoag Mayor
Chevylle V. FariƱas expressed dismay with the escape.
Ms. Farinas said this
reflects the leadership of whoever is in charge at BJMP Laoag.
The mayor stressed that there
should be a fair treatment amongst all the inmates and they should not be
allowed to go out of the vicinity of the jail.
Relative to this, the mayor
plans to investigate the matter on who gave the detainee the leeway to escape
by inviting the city warden and other jail officials on duty during that day of
the escape.
Ms. FariƱas hopes that was
transpired will serve as a lesson to the BJMP Laoag particularly to the
officials manning the said jail to be stricter with their detainees.
