Ilocos Norte board oks Burgos solar power farm operation

BURGOS, Ilocos Norte—Members of the Ilocos Norte Sangguniang Panlalawigan has finally endorsed the operation of the 4.9- megawatt solar power project, making it the first operational solar project in the province seated under towering wind turbines that generates renewable electricity here.

Facing the West Philippine Sea, solar panels are neatly laid down along a portion of a 600-hectare forestland at Barangay Saoit, the same site where at least 50 towering wind turbines measuring 80-meters high.

Almost two months ago, the Ilocos Norte board refused to endorse the Burgos solar farm of the Energy Development Corporation due to the company’s failure to seek the provincial government’s endorsement prior to its construction.

Under Section 16 of the Local Government Code of the Philippines, it is essential that local government units fully endorse a project which is geared for the promotion of the general welfare and development of the province.

As the EDC committed to deliver its corporate social responsibility projects due to host municipalities through the signing of a memorandum of agreement with the provincial government, the board has unanimously agreed to endorse the project which is now ready for commissioning.


To ensure proper and fair distribution of benefits, the SP earlier passed an ordinance requiring investors in Ilocos Norte to submit specific plans and projects pertaining to their corporate social responsibility.
