More
than 50 officers of various cooperatives
completed the three-day audit management course sponsored recently by the
Department of Agrarian Reform (DAR) in Ilocos Norte.
The said live-in training was
conducted in two batches in order to accommodate all the representatives of 17
participating cooperatives in the province.
According to Engr. Vic M.
Ines, OIC provincial agrarian reform program officer, the course aims to
develop the basic competencies of the audit committees of the cooperatives.
“This will help them ensure
adequate and effective management and control system,” Mr. Ines stressed.
The training featured
lectures on the important elements of internal audit, review of the books of
accounts and other financial records and the preparation of internal audit
plan.
Remely O. Julian, senior
agrarian reform program officer, said the lectures were given by accounting
graduates who are members of the pool of trainers of the Program Beneficiaries
Development Division of DAR-Ilocos Norte.
“Aside from lectures, the
participants were also given individual works,” she disclosed.
Ms. Julian added that the
receptiveness of the participants was assessed through observation, group
discussions, examinations and case studies with simulated exercises.

Laoag Mayor Chevylle V. Farinas has approved the
implementation of three Community-Managed Potable Water Supply, Sanitation and
Hygiene (CPWASH) projects of DAR-Ilocos Norte in Laoag City.
The CPWASH is a low-cost
technology that guarantees continuous flow of clean water in rural communities.
It channels water through pipes and into a concrete jar-shaped water tank which
is equipped with iron removal and bio-sand filters.
Another component of CPWASH
is the installation of a biogas digester. It is a sanitation facility that
produces methane gas from livestock manure and converts it to liquefied
petroleum gas for cooking.
Ms. Farinas said the city
government will allocate a counterpart fund for the installation of CPWASH
facilities at Brgys. Lagui-Sail, Bacsil North and Bacsil South.
