City—The Sangguniang Panlungsod here passed
a series of ordinances that bestows amnesty to at least 264 tricycle operators.
The said operators have been holding questionable franchises that have violated
the current tricycle code in the city.
The first ordinance revoked
tricycle-for-hire franchises of the concerned operators for violation of
existing local laws and ordinances.

Respicio, the ordinance’s main author, said the revocation coincides with the
temporary suspension of the implementation of the tricycle code in the city.
The suspension, he explained, paves the way for the amnesty program.
Mr. Respicio expounded
further that the revocation of franchises sold questionably is needed to pave
the way for the formal transfer of these franchises to the buyer.
He disclosed that at least
264 franchisees have applied for the amnesty program. He added that 218
operators have complied with all the requirements needed; the rest are still
being processed.
The unnumbered resolution,
the councilor added, is to give an additional 30-day extension to operators who
may want to avail of the amnesty program. It also allows those who have
incomplete requirements to finish the process.
The amnesty program covers
sold franchises to those who are not related to former owners. The local law
limits the sale or transfer of franchise to those related by first up to second
degree of consanguinity or affinity.
The council is hopeful this
would be the last amnesty program for tricycle operators. The operators have
been told to strictly follow the tricycle code from now.
