Ilocos Norte Capitol worker collapses at work

Laoag City—An employee at the Ilocos Norte Provincial Accounting Office collapsed on September 2 after she was apparently scolded by her immediate supervisor, acting provincial accounting officer Eden Battulayan.

Fifty six year-old Emilia Natividad Medina went hysterical inside the office of Human Resources and Management Officer Sonia Siazon at about 1:30 p.m. and fainted on the floor. First aid team from the Public Safety department who responded immediately later on brought Ms. Medina to the provincial hospital for medical check-up.

Minutes later, Ms. Battulayan admitted she talked to Ms. Medina and reminded her of her duties including an urgent processing of a document needed for a team building event of Capitol department heads on September 4-5.

According to Ms. Battulayan, she has signed the cash advance voucher for the payment of travel of speakers from Ateneo since Sept. 1, but Ms. Medina has failed to release the document at the Treasury office immediately.

In previous years, Ms. Battulayan said she has observed many backlogs in Ms. Medina’s work so her latest assignment was on receiving and releasing of documents.

For her part, Ms. Medina complained about her multiple functions and that all the blames are directed at her.

In view of this, Ms. Siazon said Ms. Medina, who has been a permanent employee at the Capitol for 19 years now may opt to retire from service if she no longer wishes to stay at the accounting department or she may seek a re-assignment.


As of the moment, Ms. Battulayan said all of Ms. Medina’s jobs were already assigned to other employees at the accounting office so as not to delay any more government transactions.

Marcos town celebrates 3rd Pinakbet Festival

MARCOS, Ilocos Norte—Taking pride of this town ’s favorite Ilo cano dish, locally known as pinakbet, a mix of indigenous vegetables steamed in fish sauce, residents here ushered the opening of the third Pinakbet festival. “Pinakbet” came from the contracted Ilokano word ‘pinakebbet ’ which means “ shrunk ” or “shriveled.” As a way of thanksgiving, the Pinakbet festival is a repository of the town ’ s “ani” [harvest] festival being celebrated every month of March but this was later moved to December to accommodate more balikbayans wanting to join the festivity.
