City—By promoting a tobacco-free work
environment, the Ilocos Norte Water District (INWD), the Dept. of Health gave
it the Red Orchid Award.
The awarding ceremonies for
DOH’s search for 100% tobacco-free environment were held June 18 at Hotel
Elizabeth in Baguio City.
The DOH Red Orchid Awards
focuses on the strength of comprehensive efforts to implement a 100% tobacco-free
environment using the World Health Organization MPOWER initiative.
The MPOWER initiative
measures are intended to assist in the country-level implementation of
effective interventions to reduce the demand for tobacco, contained in the WHO
FCTC.
In behalf of the INWD,
manager Engr. John Teodoro thanked the DOH and all concerned agencies with the
award proving that their campaign against tobacco is working.
Mr. Teodoro said INWD employees
were so happy with the award considering as they are the first government-owned
and -controlled corporation (GOCC) in the province that received this rare
national award.
The award has three
categories—the White, Pink and Red Orchids, with red being the highest. Last
year, INWD garnered the Pink Orchid Award, or second.
Long before the DOH issued a tobacco-free
policy, the INWD board has already passed a resolution banning smoking within
the INWD compound and at the same time encouraging employees to quit smoking.
According to Mr. Teodoro, the
DOH ROA Central Office Awards Committee, which is composed of the DOH, CSC,
Framework Convention on Tobacco Alliance Philippines, Philippine Ambulatory
Pediatric Association and the World Health Organization personally visited and
evaluated all the national nominees during their evaluation.
In 2009, the DOH issued an
administrative order that stated a comprehensive 100% smoke-free environment policy
for an absolute smoking ban in DOH offices, hospitals and attached agencies and
encouraging local government units to do the same.
The DOH Red Orchid Award is a
search for 100% tobacco-free provinces, cities, government offices, government hospitals,
and DOH centers for health development.
In 2012, five cities and
municipalities in the entire country were declared Hall of Fame Awardees for winning
the Red Orchid Award while there were 12 awardees in 2013.
INWD received a certificate
of recognition and a especially designed trophy while LGU winners for Red
Orchid Award will receive the same and P100,000 worth of drugs and medicines
for non-communicable diseases.
In addition, Hall of Fame
Awardees for Red Orchid Awards will also receive P500,000 grant for
tobacco-control projects.
Meanwhile, Mr. Teodoro also
proudly that one of the requirements for his personal scholars in Solsona
National High School, aside from passing grades, is that their parents must not
be smokers.
