WHEREAS, the Honorable Maria Imelda R. Marcos, Governor of the Province of Ilocos Norte has included the City of Laoag as a pilot area in her project which intends to ease the financial burdens and difficulties of pupils/students in the province of Ilocos Norte;
WHEREAS, the Honorable Governor’s intention to make life easier and better for the Ilocanos and a manifestation of her sincere and deep concern for the development of the youth of Ilocos Norte with the established guiding principles and objective of “ONE ILOCOS NORTE”; and
WHEREAS, the project proposal includes the use of two (2) E-jeepneys, two (2) buses and two (2) coasters that shall ferry high school students and pupils from remote barangays who are studying in the various schools and universities within the poblacion with the following proposed routes which are subject to change based in the adaptability of the vehicle(s) to target barangays;
WHEREAS, the Laoag City Government recognizes this noble and worthy project of the Provincial Government through Honorable Governor Imee R. Marcos will benefit the many high school students and pupils from remote barangays and are studying in schools at the poblacion, as such there is a need for Laoag City to affirm its willingness to accept and be one of the pilot areas for the Hon. Governors’ project by way of an Ordinance;
NOW THEREFORE, upon motion of the Hon. JOSEPH H. TAMAYO, Author/Sponsor, Majority Floor Leader, duly seconded by Hon. Sonia B. Siazon, the Body with the Members present in Session,
RESOLVED AS IT IS HEREBY RESOLVED, to pass an Ordinance and approved the same which is

AN ORDINANCE APPROVING THE OPERATION OF THE PROPOSED EDUCATION AND TRANSPORTATION PROGRAM IN THE CITY OF LAOAG AND PROVIDING FUNDS THEREFORE.

Be It Ordained That:
Section 1.  The operation of the proposed Education and Transportation Program in the City of Laoag and providing funds therefore is hereby approved.
Section 2. AREA COVERAGE.  The target routes from various points of Laoag City for the Education and Transportation Program of Laoag City shall be as follows which shall be subject to change based on the adaptability of the vehicle to the terrain of the target barangays and based on the actual number of units to be allotted to the city, to wit:
ZONE ONE          -  This route shall originate from Barangay Metro Gabu and shall cover Barangays Cavit, Araniw, Zamboanga, Cabungaan and other barangays traversed by the route to the Poblacion.   Station in Metro Gabu shall be at Event Center/Covered Basketball Court at Gabu Sur;
ZONE TWO         -  The route shall originate from Barangay Calayab to include in its coverage Barangays Balacad, Balatong, Mangato A and B, Buttong, Darayday and other barangays along the route; Station shall be at the new Barangay Hall of Barangay Calayab;
ZONE THREE-  The route shall originate from Barangay Bacsil North to include traversed eastern barangays to include Bacsil South, Lataag, San Mateo, Rioeng and Camangaan;
ZONE FOUR       -  This route shall originate from Metro La Paz to cover Barangays Torre, La Paz Centro, La Paz East, Talingaan, Suyo, Sta. Maria;
ZONE FIVE         -  This route shall originate from Barangay Caaoacan to include Barangays Madiladig, Cataban, Dibua North and South, possibly Cataban, Pila and Casili;
Section 3.  APPLICATION/LIMITATION.  This ordinance shall apply only to elementary pupils and high school students studying in the various elementary and high schools in the poblacion specially those enrolled at the INNHS, INCAT, MMSU Elementary and Laboratory High School, Laoag Central Elementary School and other schools and high schools as the case may be, shall be covered by this ordinance.  No other persons or individuals shall avail of this privilege except in emergency situations.
3.a.  Transportation access cards with color codes shall be distributed to students and only students with such access cards together with the corresponding school ID shall be accommodated.
Section 4.  CHARGES/FARE.  Only 50% of the prevailing fare being charged by transport groups (PUJs/PUVs) to each pupil/student from the point of origin to the point of destination shall be charged against the pupil/student who will take advantage of this means of transportation.
Section 5.  MANAGEMENT AND OPERATION.  The operation of the Education and Transportation Program shall be under the management and supervision of the Local Chief Executive.  To ensure the smooth implementation of the Program, the General Services Office, the City Engineering Office and the City Planning which are all under the Local Chief Executive shall jointly monitor the implementation and operations relative to the program and shall, from time to time recommend changes that shall improve the operation of the System/Program.
5.a.  The vehicles shall be manned by bus drivers with Salary Grade III under Contract of Service (Contractual).
5.b.  Maintenance of the vehicles shall be shouldered by the city government.
Section 6.  SOURCE OF FUND.  Initial funding shall be sourced out from the Special Education Fund (SEF) and its sustainability will come from the project’s income from fares.
Section 7.  Separability Clause.  If for any reason or reasons, that any part of this Ordinance shall be declared as unconstitutional or invalid, the provision or provisions which are not affected thereby shall continue to be in full force and in effect.  All motions, resolutions, ordinances and other issuances inconsistent herewith are deemed repealed and amended.
Section 8.  EFFECTIVITY.  This ordinance shall take effect immediately upon approval and after complete compliance with the requirements mandated by law such as publication, posting in conspicuous places.

Free dormitories eyed for Nueva Era students in LC, Batac
