DTI-IN celebrates 2014 Consumer Welfare Month


The Department of Trade and Industry-Ilocos Norte joined the National Consumer Affairs Council in the celebration of the Consumer Welfare Month (CWM) 2014.

The theme for this year, “Sapat na Impormasyon: Susi sa Wastong Paggamit ng Enerhiya”, focuses on the objective of instilling consumer consciousness on energy conservation and safety.

As an initial activity, the government as well as the business sector showed their support by hanging their own streamers in their office and establishment premises to create awareness of consumers that they are given due importance.

For the agency’s information dissemination drive,   seminars were conducted in the different public secondary schools of the province particularly in the Talugtog Campus of the Solsona National High School in Solsona, Pagsanahan National High School in Badoc, Malaguip Integrated School in Paoay and Banban National High School in Bangui.

Enforcement and monitoring of fair trade laws is a continuing activity of DTI but this month it was carried out with the involvement of the officers of the Brgy. Tabug Consumer Association of Batac City wherein business establishments in front of Mariano Marcos State University-Batac campus were monitored.

As one of the disaster recovery measures for the state of calamity which the province has experienced recently, a two-day Diskwento Caravan was implemented in the municipality of Carasi in coordination with SaveMore-Laoag wherein basic and prime commodities were sold at discounted prices.

To conclude the celebration, a culmination program was held on 28 October 2014 at Laoag Renzo Hotel which was attended by various types of consumers such as students, teachers and senior citizens who are members of organized and accredited consumer groups.  Owners and representatives of DTI-certified establishments and those previously awarded with DTI-Bagwis seals were likewise invited.


The highlight of the program was the awarding of DTI-Bagwis Seals of Excellence to qualified business establishments by no other than the Provincial Director of DTI-Ilocos Norte Engr. Benjamin M. Garcia, Jr.  A total of 25 seals broken down into 1 gold, 10 silver and 14 bronze seals were awarded to deserving business establishments for upholding the rights and welfare of consumers. A Certificate of Accreditation was likewise awarded to the Laoag Association of Retired Teachers and Government Employees (LARTAGE).   Consequently, a series of lectures was also imparted to the participants to provide continuing education on facts about consumer products and services and information on new concepts and developments on consumer protection.  Topics discussed include Household Energy Saving Tips, Senior Citizen Discount, Consumer Updates and Advisory and DTI-Bagwis Award. PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. Currently, there are several income tax reform proposals pending in both houses of Congress. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”.
