Batac
City—Mayor Jeffrey Jubal Nalupta sees the
need to revisit the qualifications to become a member of the board of director
(BOD) of the Ilocos Norte Electric Cooperative.
Mr. Nalupta made the
suggestion after no candidate qualified for the Batac district which became vacant
after the death of former INEC director Jesus R. Nalupta Sr.
The Batac mayor stressed that
the qualification to become an INEC director has now become stricter than
becoming a President of the country.
He cited as an example a
member-consumer who failed to pay his/her bill on time until the due date
disqualifies his/her from becoming a candidate.
A prospective candidate must
also have at least attended at least two Annual General Membership Assembly
(AGMA) meetings in the last five years.
This, he said, is a problem
since member-consumers will not travel very far from their homes just to attend
a general assembly.
Mr. Nalupta, a former INEC
director himself, said INEC should review the issues he had raised to attract
candidates for the directorship.
An earlier Batac district
election was called off after the two persons who filed their candidacies were
both disqualified.
The cooperative rescheduled
the election for October but no one filed his/her candidacy.
Mr. Nalupta however does not
see the non-representation of the Batac district in the INEC board as a problem
with respect to the cooperative’s services.
Currently, San Nicolas-Laoag
(South of the River) director Marlon Valdez is acting as officer-in-charge of
the Batac district.
INEC reacts
Reacting to Mr. Nalupta’s suggestions, INEC interim services department
(ISD) manager Menchie Cariaga welcomed them.
Ms. Cariaga said the matter
has already been forwarded to the National Electrification Administration (NEA)
and Department of Energy (DOE) for review.
She expressed hopes that
their request will be granted so they could have more candidates for INEC’s
directorship posts.
