Castor "Dondi" Raval, Jr., the founder of PrettySmartPinay.com, was born and raised in Laoag City. He is the son of former Ilocos Norte OIC-Governor Atty. Castor Raval Sr. and Mrs. Porfiria B. Raval, former Ilocos Norte Music Supervisor for the Department of Public Schools. Laoag City-based Atty. Jose Roy Raval is his brother. Dondi Raval has lived in the United States for the past 33 years and has noticed a trend of Filipina-oriented dating websites in which there are Filipinas who seek further education and have dreams, but such dating websites do not align themselves with that kind of mentality. Many of them focus on relationships between those in the Philippines and America, besides other foreign countries, but PrettySmartPinay.com also provides friendship and dating opportunities between college students, graduates, and professionals within the Philippines. Free dormitories eyed for Nueva Era students in LC, Batac
