Castor "Dondi" Raval, Jr., the founder of PrettySmartPinay.com, was born and raised in Laoag City. He is the son of former Ilocos Norte OIC-Governor Atty. Castor Raval Sr. and Mrs. Porfiria B. Raval, former Ilocos Norte Music Supervisor for the Department of Public Schools. Laoag City-based Atty. Jose Roy Raval is his brother. Dondi Raval has lived in the United States for the past 33 years and has noticed a trend of Filipina-oriented dating websites in which there are Filipinas who seek further education and have dreams, but such dating websites do not align themselves with that kind of mentality.
