LC’s ‘Agserbi 24/7’ returns

Laoag City—The city government here will resume its “Agserbi 24/7”, an outreach program for all 80 barangays before the end of March.

Laoag Mayor Chevylle V. Fariñas made this announcement saying that with the end of the month-long fiesta celebration, all city government offices as well as national agencies are now ready to move around the city again.

Ms. Fariñas also requested all departments to add new innovations to their respective services for the said program.

She explained that the new innovation would prompt people to continue attending the program to experience all the available government services.

The first-term mayor hopes they would be able to conduct Agserbi 24/7 at least twice to all of the city’s barangays.

She cited as example the police where the city’s chief of police, P/Supt. Jeffrey T. Gorospe conducts lectures on self-defense and others. The police is also looking for other techniques to teach to make it more interesting.

The Bureau of Fire Protection, for its part, would do fire-fighting lectures. They would also conduct actual fire-fighting with the exact procedures and equipment with the participation of the public to make it more effective.

As for health services, Ms. Fariñas instructed the City Health Office to bring more free medicines for the program.

She also asked the City Social Welfare and Development, and Agriculture Offices to improve their demonstrations for livelihood and farming techniques, respectively.

Agserbi 24/7 is a project that brings the city government closer to the people, especially for those who cannot go to the City Hall for various reasons.


It also affords the city’s residents to dialogue with city officials.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. Currently, there are several income tax reform proposals pending in both houses of Congress. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”.
