Batac has new local civil registrar

City veterinarian, agriculturist to be appointed soon

Batac City—After nine months of vacancy, the city government has now a new local civil registrar in the person of Lorlyn Flordeliz Ulit

Ulit takes over from former registrar Marina Layaoen who retired on December 12, 2012.

Batac Mayor Jeffrey Jubal Nalupta made this announcement after signing the appointment of Ulit on September 25.

Nalupta said it was now time to appoint a new registrar since there are documents that cannot be signed by an assistant local civil registrar.

Nalupta has high expectations of Ulit, who has served as an assistant local civil registrar for 17 years now. Ulit was also the lone applicant for the vacant position.

Ulit, for her part, thanked the personnel selection board, with special mention to the mayor, for their trust and confidence in her.

She vowed to do her job well as she said that her former position will be her “weapon” for her new position.

She said that the public may now secure documents from the civil registry like the correction of clerical errors and change of name and the correction of gender and date of birth.

She explained that these two official documents can only be signed by a civil registrar.

This problem was earlier raised here as the city government was asked why it has not hired a civil registrar as residents could not secure these documents from local civil registry.

However, regular documents such as birth certificates, death certificates, marriage certificates and others can be issued with the assistant registrar as signatory.

In response, Nalupta said that the delay of hiring for the said position also underwent the proper procedures. The vacancy was posted and certified by the Civil Service Commission.

Meanwhile, the Sangguniang Panlungsod passed a resolution of concurrence for the appointment of Ulit.

In a related development, the mayor disclosed that the city veterinarian, which is also a vacant position as of this time would soon be filled.

A lone applicant, Dr. Roberto Pungtilan, is already on the final evaluation of the personnel selection board. Pungtilan is a licensed veterinarian and is currently a licensed agricultural technician of Batac.

The appointment however might only be approved after November 12, after the election prohibition for appointments. It would also depend on whether the applicant deserves the position.

A city agriculturist, which is a newly created position for Batac will also be filled as this has been made as a department head post.


Nalupta said that in a few weeks, the city agriculturist position vacancy will be posted so interested persons can apply.
