Laoag City council set to review issuance of brgy clearances

Laoag City—Vice mayor and Sangguniang Panlungsod presiding officer Michael V. Farinas has ordered the committee on laws to review the issuance of barangay clearances.

Mr. Fariñas issued the order after 53 units of residential building were constructed at Brgy. Zamboanga without barangay clearances.

The housing units are located within the vicinity of a subdivision in the area.

Laoag councilor Edison Bonoan, committee on infrastructure chairperson, reported that Brgy. Zamboanga chairperson Elmer Lorenzo informed him their barangay has not issued any clearance for the said construction.

He added that Mr. Lorenzo said the owners of the housing units should have secured barangay clearances first before they began the construction.

During their regular session, Engr. Roy Tomas, the city’s building official said a barangay clearance is not a requirement under the national building code. He explained that it was only during the time of the late Engr. Zoilo Miguel as city engineer when a barangay clearance was included as a requirement in the construction of residential houses, buildings and other types of edifices.

Mr. Tomas added that the 15-hectare subdivision Communities Ilocos Inc.-owned was only issued one building permit as it is the sole owner of the lot where the units were built.

The Ilocos Times learned that at least 198 residential building have already been issued building permits for construction in the same subdivision.

Mr. Tomas also disclosed that a representative of the subdivision owner has also approached him personally. He said the subdivision owner has approved the securing of barangay clearances for every residential unit that has been built and would be built. With this, Mr. Tomas said the problem of Mr. Lorenzo is resolved.

Reacting to this, Laoag councilor Franklin Respicio said the Local Government Code of 1991 states that any activity within the vicinity of a barangay should have a barangay clearance before it can be implemented.

Mr. Respicio, the council’s committee on laws chairperson, added that he believes every unit that has been constructed must have their own barangay clearances.


Mr. Respicio then stressed that his committee will study the issue deeper as it has been referred to them. He added that Brgys. 3 and San Mateo also reported the same problem.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes.
