The
Overseas Workers Welfare Administration- Regional Welfare Office 1 (OWWA
RWO1) participated in the Workshop on Community Preparedness for Migrant
Reintegration spearheaded by the International Organization for Migration (IOM)
last February 5-6, 2015 at the Hotel Ariana in Bauang, La Union.
The seminar was participated by a
total of 75 PESO Managers, OFW Leaders, representatives from Government and
Non-Government Organizations including the four Family Welfare Officers (FWOs)
of OWWA Region 1.
Topics covered during the seminar
include the National Reintegration Program and Reintegration services and plans
in the Region, the Concept of Reintegration in the Context of Migration and
Development, Harnessing Remittances through Financial Literacy, Challenges in
Reintegration Management, Institutional Partnership Engagement and Crisis
Management.
Meanwhile, OWWA Officers who are
exposed in handling crisis in host countries served as Resource Speakers in the
event. Ms. Aprila C. Bisquera, former Administrative Staff in war-stricken Syria
and Libya and Mr. Emmanuel Santiago Diaz, soon to be deployed as Administrative
Staff in Kuwait discussed the Psycho-social support for migrants in crisis
situations. Ms. Bisquera also shared her experiences in handling crisis situations
during her stay in Syria and Libya.
On the other hand, recently
proclaimed 2014 National Model OFW Family of the Year Award (MOFYA) Awardee for
Best in Community Projects, Engineer Isidro M. Cabantac of Sta. Maria, Ilocos
Sur gave an inspirational message as he is one of the living proofs of a
successful reintegration of a former OFW. Engineer Cabantac shared his experiences
on how he mainstreamed himself into the society after several years of being
away from the country. He was able to maintain harmonious relationship with his
family and later on gave back to the community through involving himself into
philanthropic acts particularly in the field of agriculture benefitting the
people in their town. His success together with his family paved the way for
him to become Region 1’s Winner for 2014 MOFYA Sea-Based category and represented
the region in the National Awarding of 2014 MOFYA.
OWWA is one of the lead
government agencies that implement the country’s Reintegration Program to OFWs
through social preparation services which include community organizing,
financial literacy seminars, business counseling, capability building trainings
and networking with support institutions. These services cater the OFWs, both
active and non-active, distressed and displaced including their families.
OWWA vows to continue serving the
OFWs especially during their return to the country through strengthening its
OFW Reintegration Program. (OWWA RWO1)
