Barangay kagawad shot dead

Bacarra, Ilocos Norte—A barangay kagawad [council member] was shot dead along the national highway of Brgy. Bangisirit on Jan. 2, 2015 at 7:30 pm.

The kagawad, identified as Crisanto “Bobot” Albano, was also a well-known businessman in this municipality and was on his way to deliver onions to Pinili town.

The shooting incident is the first recorded by the police in Ilocos Norte for 2015.

In the police report, it stated that Mr. Albano, 44 years old and from Brgy. Pasngal here in Bacarra, Ilocos Norte, was with his business partner, identified as Marites Lim and two children. They were coming from Brgy. Pasngal on board an SUV when they were fired upon by still unidentified suspects.

According to P/Sr. Supt. Sterling Raymund P. Blanco, who was coming in as a newly appointed officer-in-charge for the Ilocos Norte Police Provincial Office, Ms. Lim was in the passenger’s side of the vehicle while the two children—Queen Tess Ann Lim, 16 and Marie Queen Lim, 7, were both on the back passenger seat.

Mr. Blanco related that the passengers heard what they thought as firecrackers exploding when the SUV suddenly swerved across the road and almost fell into a creek. It was at this time that Ms. Lim noticed that Mr. Albano was wounded.

The police report revealed that the victim was hit in the left arm and lower armpit area with the bullets going through his body.

Mr. Albano was rushed to a nearby hospital but was declared dead on arrival by an attending physician.

Ms. Lim, who hails from San Nicolas, Ilocos Norte, meanwhile suffered minor scratches while Queen Tess needed a knee operation from which she is now recovering. Marie Queen was unharmed.

At least 13 fire cartridges and a deformed slug of a .45 pistol were recovered at the crime scene.

As of press time, Mr. Blanco said they are still waiting for Ms. Lim to be able to compose herself and shed light on the killing.

“The investigation is on-going and we have yet to establish the real motive of the killing,” Mr. Blanco said in a telephone interview.

He added that they are also counting on the result of a CCTV recording that was installed in the vicinity of the crime incident to identify the suspects.

Meanwhile, the family of Albano including his wife, Brgy. Pasngal chairperson Monalisa Albano was still in a state of shock and declined media interviews.

During the previous election, Mr. Albano was elected as Liga ng mga Barangay president of Bacarra, Ilocos Norte, earning him a seat as ex-officio member of the Sangguniang Bayan.


Mr. Albano was also known as a big time trader of various farm products such as garlic, onions and palay here.

Free dormitories eyed for Nueva Era students in LC, Batac
