Power
grid operator and transmission service
provider National Grid Corp. of the Philippines (NGCP) assured the public that,
as a corporate entity, it strictly complies with the provisions of the
prevailing laws and regulations regarding the implementation of its projects.
“We recognize that social
acceptability and compliance with environmental regulations and other legal
requirements are critical in implementing our projects,” stated NGCP president
and CEO Henry Sy, Jr.
“Internally, we have strict
guidelines in place for the conduct of project presentations for Planning and
Engineering transmission projects. With the communities’ welfare in mind, we
have been doing these project presentations to disseminate information to the
affected barangays and other stakeholders,” Mr. Sy added.
NGCP was accused of failing
to secure the endorsement of the local government unit (LGU) for one of its
projects, particularly the San Esteban-Laoag 230-kiloVolt (kV) transmission
line project in Ilocos Norte.
The requirement of securing LGU endorsements is based on the Local
Government Code which the National Transmission Corporation (TransCo), as a
government-owned and controlled corporation (GOCC), and then grid operator,
should comply with. The Local Government Code does not apply to NGCP because
NGCP is a private corporation, not a national government agency or GOCC.
NGCP is a privately owned
corporation in charge of operating, maintaining, and developing the country’s
power grid. It transmits high-voltage electricity through “power superhighways”
that include the interconnected system of transmission lines, towers, substations,
and related assets.
While operating as a
privately owned company, NGCP continues to perform its mandate as transmission
service provider with the full awareness of its responsibilities to the public.
As a responsible and transparent company, NGCP is committed to improve the
transmission infrastructure while holding the welfare of the communities near
the transmission facilities in the highest regard.
