DSWD validates ‘Pantawid’ beneficiaries in Region 1

The Department of Social Welfare and Development regional office has stepped up validation of the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) as it has reached 187,849 validated families in Region 1.

Regional director Marcelo Castillo was in Laoag City on April 29 to meet with local media partners to update them about the ongoing DSWD programs and activities. During the meeting, Castillo said DSWD’s programs for this year is anchored on the department’s “new normal” perspective. “New normal”, he explained, focused on climate change mitigation and poverty alleviation measures.

Of the 2.3 million “Pantawid” beneficiaries nationwide, the DSWD aims to uplift their living conditions until 2016 with the provision of sustainable livelihood programs, employment and direct capital assistance.

In Region 1, the DSWD has started its Extended Age Coverage (EAC) program through the validation of 97,585 target children-beneficiaries aged 15-18 years old for inclusion to the said program. From 0-14 years old, the extended age of 4Ps beneficiaries is now up to 18 years old.

According to Castillo, the EAC program aims to encourage more beneficiaries to finish at least high school to land a better job. This is also in response to the Department of Education’s K+12 program to equip more children to have better opportunities in the future.

To date, a total of 9,183 target children beneficiaries are subject for validation in Ilocos Norte; 12,008 in Ilocos Sur; 15,095 in La Union and; 61,299 in Pangasinan.

High school children beneficiaries, for maximum of three, will receive P500 per child per month while elementary school children with a maximum of three in a family will receive at least P300 per child per month as educational grant.


Set from May to June, validation schedules will be conducted in the different municipalities here, said Castillo.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax.
